Scope

Does the option facilitate or restrict restructuring, adaptation to change and the use of technological innovations in the workplace?[1]

Definition

In analysing the impacts on employment, particular attention should be paid to the process of adaptation of the players. The analysis must not be confined to a static time horizon but should take account of the implementation process and effect in various sectors. It should thus be possible to estimate the capacity of workers affected to anticipate the changes and adapt to the pace of these changes, as well as the social backup resources available. In some cases, innovative working practices with positive effects on competitiveness and social inclusion, such as e-work, may encouter diffusion - related obstacles in relation to rigidities at the level of employers, employees or simply rules and routines. Further, effects on the 'transitions' between work and initial education, training, inactivity and retirement should be considered. The use of new technology on the job identifies the possibility of workers to access and utilise technological advanced equipment at their workplace. This can be expected to improve the efficiency of activities carried out, and to induce learning by using processes. To the extent that new technology is labour saving, and no other compensating mechanism is at work, its introduction can increase unemployment levels, although with higher qualification of people maintaining their job. Examples of public policies favouring the usage on new technology at the workplace are fiscal incentives to firms investing in new technology, and joint (public-private) research programs for the development of new technology.
